From Questionable Appointments to Suspected Fake Bill Payments at Nepal Red Cross

Kathmandu: Questions have been raised over alleged irregularities ranging from appointments to bill payments at the Nepal Red Cross Society. Employees of the organization have raised concerns regarding the appointment, responsibilities, and bill payments involving Sanjeev Yadav, an employee working at the Blood Transfusion Center (Blood Bank).
Yadav is a seventh-level employee working in the laboratory of the Blood Bank. He was initially appointed on a contractual basis, with his contract subsequently extended before he was eventually given a permanent-type appointment. Questions have been raised over the process through which his appointment was made.
There are also complaints that Yadav does not regularly attend the office. According to employees, he teaches at a college in the morning, arrives at the office at around noon, and then returns to the college at around 3:00 to 3:30 p.m.
Employees say it is often difficult to find Yadav at the Blood Bank even when his presence is required. “We do not know where Yadav is when his work is needed,” an employee said. “However, the organization’s leadership does not appear to have taken the matter seriously.”
Yadav has also been accused of submitting a questionable bill for materials used at the Blood Bank and receiving payment against it. According to the complaints, tubes and other surgical materials used at the Blood Bank are supposed to be purchased from shops that specialize in selling such medical or surgical supplies. However, a bill submitted by Yadav was reportedly issued by a stationery shop located in Bhrikutimandap, Kathmandu.
The bill was reportedly submitted by Yadav and certified by Dr. Prakash Yadav, who approved it for payment. If a stationery shop’s bill was indeed used to claim payment for materials required by a Blood Bank, questions arise regarding the validity of the bill and whether the materials were actually purchased and used. These matters would therefore warrant investigation.
Further questions are reportedly being raised within the organization over similar bills and payments. However, employees complain that the concerned authorities have so far failed to conduct an effective investigation into such issues.
Employees have also raised questions about the leadership of Nepal Red Cross Society President Bishal Bhandari and General Secretary Rishi. There are allegations that the Red Cross leadership has failed to enforce discipline regarding employees’ performance and attendance and has allegedly provided protection to employees who have become involved in controversies.
